Who are the top 10 military powers?

there are too many factors in so many ranges. its impossible to say US Tech: good, US Navy: good, etc... there are just waaaaay too many factors and things that might not even been good or bad. sure the F-16 can accelerate while going vertically, but at the expense of shorter amount of time in the air. is that good or bad? its neither, its just different.
