How and when do i apply for UPSC exams IAS 2013?

I am doing my first year in graduation and want to write the exams in 2013.Where can i find more info to write UPSC 2013 and when to apply? upsc.gov.in does not give much info and the website is very poorly designed as it is not user friendly.
