Ipod touch!!!!!! please help!?

When an app is loading i turn my ipod touch (4g) off and when i turn it back on it is FULLY loaded ias this okay to do? also when i am charging it sometimes i might take it off before it is fully charged is this ok to do ,because someone told me the battery might lose capacity is that true and if it does lose capacity what do you do?
