BUDGIE HELP plz answer asap?

i got my budgies for my birthday back in april, and ive tried everything to try to train them that i can. i have one blue one, who is completely terrified, and HATES it when i put my hand in the cage. if it is 5 inches away from him, he will fly around the cage like im trying to murder him. the green one, will allow me to put my finger above his legs, and he will perch himself onto my hand, but does not like it when i try to pull my hand out of the cage with im on my finger. please help me with a 4 week plan or something to help these birds understand i will not hurt them. thankyou
